BHUVAN 3.0: Bhuvan Panchayat contributes to ISRO’s Space-based Information Support for Decentralised Planning Update project. In the National Workshop on “Space-based Information Support for Decentralised Planning-2“, they unveiled Bhuvan Panchayat 3.0, an upgraded version of the geo-imaging website. This is part of the SISDP project, launched in 2011 to improve local planning info. The project completed its initial database building phase by 2017.

Background

  • In 2011, India launched the Space-based Information Support for Decentralized Planning Programme to empower local governance bodies called Panchayati Raj Institutions (PRIs) and their stakeholders. The goal was to promote participatory and decentralized planning across the country.
  • Leveraging the capabilities of information and communication technology (ICT), the Bhuvan Panchayat web portal was introduced. This platform facilitated visualizing, planning, and monitoring of development schemes specifically tailored for Panchayats, which are the grassroots level administrative units.

  • The Bhuvan satellite imagery system utilizes high-resolution data at a scale of 1:10,000 to accurately pinpoint land use and land cover features, including settlements, roads, and railway networks.
  • Users can access the Bhuvan portal to visualize the extensive database, enabling them to explore geographical information with ease.
  • The portal offers advanced data analytics tools, empowering users to extract valuable insights from the satellite imagery and associated datasets.
  • Automatic report generation capabilities streamline the process of synthesizing key information from the satellite imagery, facilitating efficient decision-making.

Significance

  • The project is meant to provide geo-spatial services to aid gram panchayat development planning process of the Ministry of Panchayati Raj.

Implementation

  • Over the next two years, ISRO aims to partner with local gram panchayats and stakeholders.
  • The goal is to work closely with these community members to grasp their specific data needs.
  • This collaborative effort will involve engaging with various stakeholders to ensure that the data provided meets their requirements effectively.
