Jeevan Pramaan is a digital service with biometric authentication designed for pensioners. It is available for pensioners from the Central Government, State Government, or any other Government organization. The scheme was inaugurated on November 10, 2014. Over three crore retired employees from government and Public Sector Undertakings (PSUs) are beneficiaries of this scheme.
Background
- The Prime Minister recently launched “Jeevan Pramaan,” an Aadhar-based Digital Life Certificate for pensioners, aimed at benefiting over a crore pensioners.
- This digital certification eliminates the need for pensioners to submit a physical Life Certificate every November to ensure the continuous crediting of their pension.
- The Department of Electronics and IT has developed a software application for recording the pensioner’s Aadhar number and biometric details from their mobile device or computer, using a biometric reading device.
- Key details such as date, time, and biometric information will be uploaded to a central database in real-time.
- This process allows the Pension Disbursing Agency to access a Digital Life Certificate, conclusively verifying the pensioner’s existence at the time of authentication.
Usual process
- Pensioners post-retirement must provide life certificates to authorized pension disbursing agencies like Banks and Post offices to receive their pension payments.
- Traditionally, obtaining a life certificate involved physically presenting oneself before the Pension Disbursing Agency or obtaining a certificate from the authority where the individual served earlier.
- With the introduction of Jeevan Pramaan, pensioners can now digitally submit proof of their existence to authorities annually.
- This digital process eliminates the need for physical presence or obtaining a life certificate from specified authorities.
- Pensioners can use Jeevan Pramaan to ensure continuity of their pension payments without the hassle of traditional paperwork or visits to pension disbursing agencies.
- Remarried or re-employed pensioners do not have access to the Digital Life Certificate facility. Instead, they must submit their Life Certificate through conventional means to their Pension Disbursing Authority.
How it works
- It relies on the Aadhaar platform for biometric authentication of pensioners.
- Successful authentication results in the generation of a Digital Life Certificate.
- The Digital Life Certificate is stored in the Life Certificate Repository.
- Pension Disbursing Agencies have online access to the stored certificates.
The step-wise process is as follows
Enroll Yourself :
- To register, you can either download the PC/Mobile application or visit the nearest Jeevan Pramaan Centre. Ensure you have the following information ready: Aadhaar number, Pension Payment Order No., Bank Account No., Bank Name, and your Mobile number.
Aadhaar Authentication :
- Please provide your biometric data, such as fingerprints or iris scans, for authentication purposes. It utilizes the Aadhaar Platform for online biometric authentication to ensure secure verification.
Life Certificate :
- Upon successful authentication, the system sends an SMS containing the Jeevan Pramaan Certificate ID to the pensioner’s registered mobile. The Life Certificate Repository securely stores these certificates, ensuring accessibility for both the pensioner and the Pension Disbursing Agency.
- The pensioner must inform their bank that they generated their Jeevan Pramaan through online registration on the Jeevan Pramaan portal.
Access your Certificate :
- To obtain a PDF copy of the certificate from the Jeevan Pramaan website, simply input either the Jeevan Pramaan ID or Aadhaar number.
Status
At present, 50 lakh individuals receive pensions from the Central Government exclusively, while an equal number receive pensions from State and Union Territory Governments. Over 25 lakh retired personnel benefit from pensions provided by PSUs, especially the Armed Forces. The Aadhar-Based Digital Life Certificate aims to ease the annual Life Certificate process for. The software application for this certificate will be accessible to pensioners and stakeholders at no extra cost. It works on personal computers or smartphones, needing only a low-cost biometric reading device. This service will also extend to Common Service Centres operating under the National e-Governance Plan, catering to pensioners residing in remote and hard-to-access regions for their convenience.
