Pandit Deendayal Upadhyay Shramev Jayate Karyakram

Pandit Deendayal Upadhyay

In October 2014, Prime Minister Narendra Modi inaugurated the Shramev Jayate Yojana, also known as the Pandit Deendayal Upadhyay Shramev Jayate. Its objective is to promote the growth of industries and to increase government assistance in delivering skill training to workers and laborers.

What is Shram Suvidha Portal?

The Shram Suvidha Portal, inaugurated on October 16, 2014, serves as a platform for issuing Labor Identification Numbers to nearly 600,000 establishments. Additionally, it facilitates the online submission of compliance reports pertaining to 16 out of the 44 labor laws.

Key Elements

Shram Suvidha Portal: A dedicated online platform where around 600,000 businesses can easily get a Labor Identification Number (LIN) and handle online compliance for 16 out of the 44 labor laws. This makes it simpler and quicker for businesses to fulfill their legal obligations.

Random Inspection Scheme: We will employ technology to select which businesses undergo random inspections, eliminating any potential bias or unfairness in the selection process. Inspectors must upload their inspection reports within 72 hours of conducting the inspection, ensuring transparency and accountability.

Universal Account Number: Providing 41.7 million employees with a portable and accessible Provident Fund account. This means employees can access their Provident Fund account hassle-free, regardless of where they work.

Apprentice Protsahan Yojana: Supporting manufacturing units and other establishments by reimbursing 50% of the stipend paid to apprentices during their first two years of training. This encourages businesses to invest in training and development programs for new talent.

Revamped Rashtriya Swasthya Bima Yojana: Introducing a Smart Card for workers in the unorganized sector, which includes details of two additional social security schemes. This helps ensure that workers in the informal sector have access to essential healthcare services and other social security benefits.

Important Initiatives of the Shramev Jayate Yojana Scheme

The Shramev Jayate Yojana was launched to encourage the manufacturing sector in support of the ‘Make in India‘ campaign. The Government of India took several initiatives under Shramev Jayate Yojana. The five major initiatives of this schemes are:

    • Shram Suvidha Portal
    • Labour Inspection Scheme
    • Approximately 4.17 crore subscribers have been assigned a Universal Account Number (UAN), which directly links to their Aadhaar Card, bank account, and other KYC details, ensuring unique identification for all workers.
    • Revamped Rashtriya Swasthya Bima Yojana: The scheme now provides a smart card facility to workers in the unorganized sector, enhancing accessibility to health benefits.
    • Apprentice Protsahan Yojana: Enacted under the Apprentices Act 1961, this initiative regulates the Apprenticeship Training Scheme, contributing significantly to the ‘Make in India Scheme.’ Through extensive consultations with industry, states, and stakeholders, a major revamp aims to increase apprenticeship seats from 4.9 lakhs to over 20 lakhs in the coming years.
