Issue : Effective from July 29, 2023, a significant change has been made in the All India Services (Leave) Rules, 1955.  Now a single male belonging to All India Services will also be eligible for paid childcare leave. This notification issued by the Department of Personnel and Training (DoPT)

How many days leave?

According to the new rule, a single male member of the service may be granted childcare leave for a maximum period of seven hundred and thirty days during their entire service, for taking care of their two eldest surviving children up to the age of eighteen. This leave can be used for various purposes, such as rearing, education, or attending to their children’s sickness.

Will they get salary?

  • During the period of childcare leave, members of the service will receive 100% of their leave salary equal to the pay drawn immediately before proceeding on leave for the first year.
  • For the next three hundred and sixty-five days, they will be paid 80% of the pay drawn before proceeding on leave.
  • The amendment also states that childcare leave may not be granted for more than three spells in a calendar year.
  • However, in the case of single female members of the service, it may be granted for up to six spells in a calendar year.
  • Each spell of childcare leave must be for a minimum of five days.
  • A separate leave account will be maintained for childcare leave and will not be debited against other leave accounts.

It’s important to note that childcare leave will not be granted during the probation period, except in extreme situations, and the duration of leave during probation will be minimal.
