The National Policy on Disaster Management (NPDM) has been created in alignment with the Disaster Management Act, 2005, to provide a comprehensive framework for handling disasters. This policy covers everything related to Disaster Management, including institutional, legal, and financial arrangements, as well as disaster prevention, mitigation, and preparedness. It also addresses the techno-legal regime, response, relief, rehabilitation, reconstruction, recovery, capacity development, knowledge management, and research and development.
The NPDM focuses on taking action where needed and outlines institutional mechanisms to channelize such actions. It considers the concerns of all sections of society, including differently-abled persons, women, children, and other disadvantaged groups. Providing relief and formulating measures for the rehabilitation of those affected by disasters gives due consideration to the issue of equity and inclusiveness.
With the aim of ensuring transparency and accountability, the NPDM involves the community, community-based organizations, Panchayati Raj Institutions (PRIs), local bodies, and civil society in all aspects of Disaster Management.

Background of National Policy on Disaster Management (NPDM) 2009:
- The Disaster Management Act, 2005, officially announced in the Gazette of India on December 26, 2005, was enacted by the Parliament.
- This Act establishes a legal and institutional framework for effectively managing disasters.
- The creation of new institutions and assignment of specific roles are done for the Central, State, and Local Governments.
- The Prime Minister chairs the National Disaster Management Authority (NDMA), and the National Executive Committee (NEC) of Secretaries supports its functions.
- State and District levels also have their own disaster management authorities, ensuring a coordinated approach from top to bottom.
