Gram Swaraj Abhiyan is a campaign that was organised on the occasion of Ambedkar Jayanti during the period 14th April to 05th May, 2018.

What is Gram Swaraj Abhiyan?

Gram Swaraj Abhiyan (GSA) is a program initiated by the government with a clear purpose: to empower local communities through Panchayati Raj Institutions (PRIs) and help them achieve the Sustainable Development Goals (SDGs). Since its approval by the Cabinet in 2018, it has been actively working to make a tangible difference in the lives of people from 2018-19 to 2021-22.

Central Components

Encouraging Panchayats: This part aims to motivate local governing bodies to perform exceptionally well in their duties.

Strengthening Skills and Knowledge: Empowering Panchayats through education and skill-building is fundamental to the program.

Major Objectives of Gram Swaraj Abhiyan

  • Strengthening the capacities of local village councils (Panchayati Raj Institutions) so they can effectively work towards achieving the Sustainable Development Goals (SDGs) and ensure everyone in the community is included in decision-making processes.
  • Making sure we use our resources wisely and bring together different programs to maximize their impact.
  • Helping village councils become more financially independent by improving their ability to generate their own income.
  • Making sure that village assemblies (Gram Sabhas) are active and effective, as they are the heart of the local governance system.
  • Giving more power to village councils as outlined in the Constitution and the Panchayats (Extension to Scheduled Areas) Act, 1996, to better serve their communities.
  • Creating a network of support systems to help village councils grow and develop, providing them with the guidance and assistance they need.
  • Strengthening the organizations that help build the skills and abilities of village councils at different levels.
  • Using technology to make governance more efficient in villages and to provide better services to residents.
  • Recognizing and rewarding village councils for their achievements and successes, encouraging them to continue their good work.

Importance of Gram Swaraj Abhiyan

The importance of the Rashtriya Gram Swaraj Abhiyan can be understood through the following points:

    • The Abhiyan aims to empower rural areas by strengthening local governance and promoting self-sufficiency. It recognizes the significance of rural development for overall national progress.
    • It promotes the principles of grassroots democracy by encouraging the active participation of villagers in decision-making processes. This helps in addressing the unique challenges and needs of rural communities.

      • Facilitating the use of information technology for distance learning, e-enablement of Panchayats, and efficient governance.
      • Providing gap-filling support for economic development and income enhancement in rural areas. Offering technical support, including human resources, to address identified gaps in PRIs.
      • Providing support to Gram Panchayats for the formulation of Gram Panchayat Development Plans (GPDP).
      • Promoting electronic fund transfer, PFMS, and geotagging of assets in Gram Panchayats for better financial management.
      • Strengthening the role of Gram Sabhas and PRIs in decision-making, transparency, and accountability.
      • Recognizing and rewarding PRIs based on their performance in achieving development goals.
