On June 20, 2020, in the peaceful setting of Telihar village in Bihar’s Khagaria District, the Government of India launched the ambitious ‘Garib Kalyan Rojgar Abhiyaan‘. This initiative aims to bring hope and empowerment to both returning migrant workers and rural citizens by providing them with abundant livelihood opportunities.
Highlights of the Scheme
- Our first priority with this initiative is to ensure that workers returning to their hometowns have immediate job opportunities to support themselves and their families.
- We’re also keeping a close eye on the needs of rural residents, understanding their unique challenges and aspirations.
- This campaign is laser-focused, spanning 125 days, and it’s operating in 116 districts across six states, all geared towards achieving specific goals.
- We’re investing a whopping 50,000 crore rupees into public works projects as part of this scheme, aiming to stimulate economic activity and development.
- We’re implementing 25 different types of projects with precision, not just to create jobs but also to build long-lasting infrastructure that benefits communities.
- Villages are getting involved in this effort through common service centers and agricultural science centers, ensuring everyone can participate and benefit from the program.
Implementation of the Scheme
The scheme will be a coordinated effort by 12 different ministries including rural development, Panchayati Raj, Road transport and highways, mines, drinking water and sanitation, environment, railways, petroleum and natural gas, new and renewable energy, border Roads, Telecom and agriculture.

In this campaign, jobs are selected to match people’s strengths, ensuring everyone can contribute effectively. Seizing this opportunity, the government can turn Covid challenges into avenues for growth. The initiative aims to bring modern amenities to rural areas, including better internet through optic fibre cables. This means village children will have access to the same educational resources as urban kids, empowering them to learn and thrive anywhere.
