Deen Dayal Upadhyaya Gram Jyoti Yojana is a scheme the Government of India implemented to ensure uninterrupted electricity supply in rural areas. Under this scheme, the government has allocated ₹756 billion for rural electrification. This scheme has replaced the previous Rajiv Gandhi Grameen Vidyutikaran Yojana. The scheme’s primary objective is to bring about significant reforms in rural areas. It emphasizes the separation of power supply for rural households and agriculture and the enhancement of sub-transmission and distribution infrastructure. Additionally, the scheme aims to implement metering at all levels in rural regions.

What is Deen Dayal Upadhyay Gram Jyoti Yojana (DDUGJY)?

The Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) is a scheme that aims to provide continuous power supply to rural India. It was designed to replace the previous Rajiv Gandhi Grameen Vidyutikaran Yojana. Deen Dayal Upadhyaya Gram Jyoti Yojana launch date is November 20, 2014, to ensure the rational supply of electricity to agricultural and non-agricultural consumers in rural Areas. In November 2014, Prime Minister Shri Narendra Modi announced the launch of DDUGJY. Under the DDUGJY scheme, the Union Government intends to invest 756 billion rupees (US$9.5 billion) in rural electrification.

The Union Government grants 60% of the project cost (85% for special states) under the DDUGJY scheme. Further, the Union Government provides an additional grant of up to 15% (5% for Special Category States) upon achievement of prescribed milestones. Implementing the Deen Dayal Upadhyaya Gram Jyoti Yojana will also help to speed up other social and economic rural reforms. Rural energy requirements include:

  • Basic lighting
  • Irrigation
  • Cooking
  • Communication
  • Education
  • Small Cottage and
  • Agro-based industries.

Objectives for Deen Dayal Upadhyay Gram Jyoti Scheme

The Ministry of Power, Government of India has launched Deen Dayal Upadhyaya Gram Jyoti Yojana for rural areas with the following objectives:

    • Ensuring every village has access to electricity.
    • Making sure farmers have enough power and everyone else gets a steady supply.
    • Upgrading the network to make power more reliable.
    • Installing meters to cut down on losses.

    Components of the Scheme

    The following are the scheme components:

      • Facilitating the careful scheduling of electricity supply to both agricultural and non-agricultural consumers in rural areas by separating feeders for agriculture and non-agriculture purposes.
      • Improving and expanding the infrastructure for sub-transmission and distribution (ST&D) in rural regions, including installing meters at distribution transformers, feeders, and consumer endpoints.
      • Advancing rural electrification efforts in accordance with the Cabinet Committee on Economic Affairs (CCEA) approval dated August 1, 2013. This involves meeting the targets set under the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) for the 12th and 13th Plans by integrating RGGVY into the Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) and utilizing the approved funding for RGGVY in DDUGJY.

      The Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) has the following features:

        • The merging of the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) into the DDUGJY has been accomplished.
        • Financial assistance under the scheme is accessible to all Discoms.
        • The Rural Electrification Corporation Limited (REC) is designated as the nodal agency for the implementation of the Deen Dayal Upadhyaya Gram Jyoti Yojna.
        • The separation of agriculture and non-agriculture feeders is part of the initiative.
        • The Ministry of Power is committed to providing 24×7 electricity for non-agricultural consumers and ensuring adequate power supply for agricultural consumers in rural areas.
