Pradhan Mantri Awas Yojana (Housing for All – Urban)

Pradhan Mantri Awas Yojana

Launched by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA) in Mission mode. It envisions provision of Housing for All by 2022, when the Nation completes 75 years of its Independence. The Mission seeks to address the housing requirement of urban poor including slum dwellers through following programme verticals:

  • Slum rehabilitation of Slum Dwellers with participation of private developers using land as a resource.
  • Promotion of Affordable Housing for weaker section through credit linked subsidy.
  • Affordable Housing in Partnership with Public & Private sectors.
  • Subsidy for beneficiary-led individual house construction /enhancement.

Scope of Pradhan Mantri Awas

  • The “Housing for All” Mission, initiated in 2015 and set to run until 2022, aims to provide housing for eligible families in urban areas.
  • It follows a structure similar to a Centrally Sponsored Scheme, with central assistance provided to implementing agencies through states and union territories.
  • Operational since June 17, 2015, all components of the Mission are working towards ensuring housing for all eligible beneficiaries by March 31, 2022.

Beneficiaries of Pradhan Mantri Awas

  • We aim to provide housing solutions for the urban poor, especially those living in slums.
  • A slum is a tight-knit community of about 60 to 70 households, totaling at least 300 people. In these areas, people live in poorly constructed, crowded housing units that often lack basic amenities like proper sanitation and clean water facilities.
  • The mission targets three main beneficiary categories: Economically Weaker Sections (EWS), Low-Income Groups (LIGs), and Middle-Income Groups (MIGs).
  • Eligibility depends on annual income caps: EWS applicants can earn up to Rs 3 lakh, LIG applicants between Rs 3 to 6 lakh, and MIG applicants between Rs 6 lakh to 18 lakhs.
  • EWS folks can get help in all areas of the plan, but LIG and MIG only qualify for the CLSS. To prove income, individuals need to submit a self-certification or affidavit.
  • A beneficiary family consists of the husband, wife, and unmarried sons and daughters.
  • To qualify for central assistance under the mission, the beneficiary family must not own a permanent house anywhere in India.
  • States or Union Territories may set a specific cut-off date for beneficiaries to prove residency in the urban area.
  • The mission aims to help 20 million households, including 18 million slum households and 2 million non-slum urban poor households, by tackling housing needs in areas with a 34% growth rate.

Coverage and Duration

All 4041 statutory towns as per Census 2011 with focus on 500 Class I cities would be covered in three phases as follows:

  • Phase I (April 2015 – March 2017) to cover 100 Cities selected from States/UTs as per their willingness.
  • Phase II (April 2017 – March 2019) to cover additional 200 Cities
  • Phase III (April 2019 – March 2022) to cover all other remaining Cities

Details of Pradhan Mantri Awas

  • The Ministry might add more cities sooner if States or Union Territories express genuine demand and resources allow.
  • The mission is to help build houses up to 30 square meters and provide basic civic infrastructure.
  • States and Union Territories can decide on the size of houses and amenities in consultation with the Ministry, without needing extra funds from the Centre.
  • Slum revamps and Affordable Housing projects partnered with communities should guarantee necessities like water, sanitation, roads, and electricity.
  • ULBs make sure that homes getting subsidies and self-built houses get basic services.
  • Houses built under the mission must meet the size standards specified in the National Building Code (NBC).
  • If the land area is too small to meet NBC standards, and the beneficiary agrees to a smaller house, the State/UTs can decide on the size with approval.
  • All houses built or expanded under the Mission must include toilet facilities.
  • Houses built or bought with central aid should be registered in the name of the female head of the household, or jointly in the name of the male head and his wife. If there’s no adult female, the house can be registered in the male member’s name.

Benefits

  • The government is offering a 6.5% interest subsidy on housing loans that beneficiaries can use for 15 years from the start of the loan date.
  • The government will grant Rs 1 lakh to all the beneficiaries of the scheme.
  • Additionally, we will provide Rs 1.5 lakh to all eligible urban residents who wish to build their homes or renovate their existing houses in urban areas.
  • One can also avail loans under this scheme to build toilets in existing houses.
