Background:
The Union Budget 2018-19 emphasized a holistic approach to school education, leading to the launch of the Integrated Scheme for School Education, Samagra Shiksha in 2018. This scheme consolidates the Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan, and Teacher Education programs. Aligned with Sustainable Development Goal for Education (SDG-4) and National Education Policy (NEP) 2020, Samagra Shiksha ensures a seamless continuum of education from pre-primary to class XII.
The Cabinet Committee on Economic Affairs approved its continuation from April 1, 2021, to March 31, 2026, with an estimated outlay of ₹294,283.04 crore. The scheme focuses on inclusive, equitable, quality, and holistic education, aiming to cater to diverse backgrounds, multilingual needs, and different academic abilities. It actively engages students in the learning process.

Objectives
The major objectives of the Scheme are:
- Provide support to States and UTs in the effective implementation of the National Education Policy 2020.
- Assist States in the execution of the Right of Children to Free and Compulsory Education (RTE) Act, 2009.
- Focus on the development and enhancement of Early Childhood Care and Education.
- Give emphasis to the promotion of foundational literacy and numeracy skills among students.
- Adopt a holistic, integrated, inclusive, and activity-based curriculum and pedagogy to impart 21st-century skills to students.
- Provide provisions for quality education and enhance overall learning outcomes for students.
- Bridge social and gender gaps in school education.
- Ensure equity and inclusion at all levels of school education.
- Strengthen and upgrade State Councils for Educational Research and Training (SCERTs)/State Institutes of Education and District Institutes for Education and Training (DIET) as nodal agencies for teacher training.
- Ensure a safe, secure, and conducive learning environment with minimum standards in schooling provisions.

What is the Samagra Shiksha scheme?
- Samagra Shiksha encompasses school education from pre-school to Class 12, treating it as a seamless continuum.

Details of the scheme
As part of this scheme, the incentive for children with disabilities will be raised to Rs 5,000.
Extension of Transport Incentive: The Rs 6,000 transport incentive per annum per student will be extended to the secondary level, particularly for those in challenging areas.
National Strategy for Dropouts and Student Safety: A national strategy is underway to address dropouts, with a specific focus on those from SC/ST communities, and to enhance overall student safety.
Broad Beneficiaries: The scheme is anticipated to benefit 1.16 million schools, catering to over 156 million students and 5.7 million teachers in government and aided schools spanning from pre-primary to senior secondary levels.
Vocational Education Expansion: Vocational education expansion will occur in collaboration with the Ministry of Skill Development and Entrepreneurship, leveraging funding from various ministries supporting skills development.
Child Safety Measures: The government is formulating safety measures for children in government schools, including initiatives like installing CCTV cameras, similar to practices in private schools.
Technology Integration: The scheme incorporates the introduction of smart classrooms and virtual labs in all rural schools. Additionally, there will be a transition from traditional blackboards to digital boards.
