Context

The Minister of Rural Development & Panchayati Raj has just unveiled the Disaster Management Plan for the Ministry of Panchayati Raj (DMP-MoPR).

What is the DMP-MoPR?

This plan takes a broader approach to community-based planning, starting from the village level and extending up to the district Panchayat level. Under this plan, every village in India will have its own “Village Disaster Management Plan,” and every Panchayat will have its Disaster Management Plan. The goal is to strengthen disaster preparedness at the grassroots level within Panchayats and create a framework that aligns disaster management efforts in rural areas with those of the National Disaster Management Authority. This plan includes various innovative measures and is fully compliant with the Disaster Management Act of 2005, the National Disaster Management Policy of 2009, and the guidelines provided by the National Disaster Management Authority.

Disaster Management Plan at Panchayat Level

  • We’re taking a big step in community-based planning, starting from the village up to the district level.
  • Our plan involves creating a “Village Disaster Management Plan” for every Indian village and a Disaster Management Plan for every Panchayat.
  • Our goal is to make sure that our villages and Panchayats are well-prepared to handle disasters and to align their disaster management efforts with the National Disaster Management Authority.
  • We’ve come up with some innovative ideas, and our plan follows the Disaster Management Act of 2005, the National Disaster Management Policy of 2009, and the guidelines from the National Disaster Management Authority.

What will be covered under the Disaster Management Plan?

  • Institutional arrangement for Disaster Management.
  • Hazard Risk, Vulnerability and Capacity Analysis.
  • Coherence of Disaster Risk Management across Resilient Development and Climate Change Action.
  • Disaster Specific Preventive and Mitigation Measures-Responsibility Framework.
  • Mainstreaming of Community Based Disaster Management Plan of Villages and Panchayats and so on.

What is the significance of this Step?

Helpful in Managing Disasters Comprehensively:

  • Coming together to create and put into action disaster plans that involve the whole community could revolutionize how we handle disasters.
  • This means everyone, from local governing bodies like Panchayati Raj Institutions (PRI) to elected officials and Panchayat workers, would work together to plan, carry out, watch over, and assess these disaster plans.
  • Getting the local community involved is a crucial part of getting ready for disasters, and having them actively participate is essential to successfully handle and maintain disaster management efforts in rural areas.

Ensure Participatory Planning Process:

  • This approach can greatly enhance the way we plan for Disaster Management Plans (DMPs), making it more inclusive by integrating it with the Gram Panchayat Development Plan (GPDP).
  • The goal is to effectively address disasters nationwide while kickstarting a new era of community-driven disaster management.
  • We aim to promote collaboration and collective efforts by aligning various Ministries and Departments with programs and initiatives to bolster disaster preparedness.
